This thermal expansion temporarily raises pressure throughout the system, which is why pressure that seems normal in the morning may be elevated in the afternoon after the water heater has been running.

A thermal expansion tank installed on the water heater absorbs this expanded volume and prevents the pressure spike. If your home has a closed system and doesn’t have an expansion tank, it should be added — both for pressure management and to protect the water heater itself.
